Community Response to Proposed OASAS Regulation: Part 856 Tobacco-Free Services

The New York State Office of Alcoholism and Substance Abuse Services (OASAS) announced July 24, 2007 that it intends to make New York the first state in the nation to prohibit tobacco use on the grounds of chemical dependence treatment programs and require programs to treat tobacco dependence. If the draft regulation, Part 856 Tobacco-Free Services, is promulgated, all 1400 OASAS-licensed and funded programs will have to become tobacco-free by July 24, 2008.
